לא יהיה כלי גבר על אשה ולא ילבש גבר שמלת אשה

כב,ה לא-יהיה כלי-גבר על-אשה, ולא-ילבש גבר שמלת אשה

The wearing of a man's clothing on a woman being existential whereas woman's clothing on a man being merely לבוש.

Note also that both parts of the pasuk are structured around the male aspect as focal point. Male's clothing or the man himself.
