"The Punisher" Dynamic

There was a comic book/ movie called The Punisher... about a man who's family is killed by the mafia and upon seeing no recourse of justice through the conventional judicial system he turns to a life of freestyle vigilante killing and revenging mafiosos as he sees fit. The core issue being raised as to what recourse there is in environments where judicial and governmental controls break down from being effective.

(The presence of mafia systems being one example, where a government's "legalities" and "due process" allow a safe comfort zone for known criminals to hide behind. I don't think there is a mafia presence in any מלכות that has a position of מלך or ruler for the simple reason that a king can "break through" whatever legalities he wishes מלך פורץ לו גדר)

Found this Bereishit Rabba 31:5 which I think is bringing out the same point as regards Hashem's response to the חמס of the דור המבול. A generation that chooses a life of evil while absconding itself from any judicial jurisdiction deserves, judiciously, to be responded to unjudiciously i.e. קץ כל בשר וקימת חמס למטה רשע

קץ כל בשר בא לפני הגיע זמנם להקצץ. הגיע זמנן לעשות בתה. הגיע קטיגורים שלהן לפני. כל כך למה? כי מלאה הארץ חמס מפניהם. איזהו חמס ואיזה היא גזל? אמר רבי חנינא: חמס אינו שוה פרוטה, וגזל ששוה פרוטה. וכך היו אנשי המבול עושים, היה אחד מהם מוציא קופתו מליאה תורמוסים, והיה זה בא ונוטל פחות משוה פרוטה, וזה בא ונוטל פחות משוה פרוטה, עד מקום שאינו יכול להוציאו ממנו בדין. אמר לו הקדוש ברוך הוא: אתם עשיתם שלא כשורה, אף אני אעשה עמכם שלא כשורה, הה"ד הלא נסע יתרם בם, ימותו ולא בחכמה, בלא חכמת התורה. מבקר לערב יכתו מבלי משים לנצח יאבדו. ואין משים אלא דיין. היך מה דאת אמר: ואלה המשפטים אשר תשים לפניהם

Once read Viktor Frankl's book Man's Search for Meaning in which he quotes a philosopher as saying (paraphrasing) "Illogical behavior in an illogical environment is perfectly logical" or something to that effect. I would apply the similar idea here, an improper response to improper behavior is perfectly proper.
